Man gets CCS, STAR for forgery and theft charges

A South Point man will have four years of community-controlled sanctions for theft and forgery charges. Ronald McGinnis, 28, of Country Hearth Motel Room 407, pleaded guilty to the charges Wednesday in Lawrence County Common Pleas Court.

As a part of his community-controlled sanctions, Judge D. Scott Bowling also sentenced McGinnis to successfully complete the STAR community justice program.

McGinnis thanked the judge for sending him to STAR.

“I’m sorry for everything I’ve done and I appreciate you all giving me STAR because I’ve had a drug problem for a long time and that’s what I need,” he said.

In other cases:

Kayla Rickard, also known as Kayla McDonald, 20, 70 Township Rd. 1118 Apt.9, pleaded guilty to a bill of information that included a fifth-degree felony charge.

Bowling sentenced her to four years of community-controlled sanctions and 30 days in the Lawrence County Jail.

She was also ordered to pay the victim $1,500 of restitution.

Robert Blake, 35, of 70 Township Road 1118 Apt. 9, South Point, admitted he violated the terms of his community-controlled sanctions by testing positive for drugs and being charged with domestic violence. Bowling sentenced Blake to nine months in prison.

Danny Short, 35, of 17220 State Route 217, Crown City, admitted he violated the terms of his community-controlled sanctions. Bowling sentenced him to successfully complete the STAR community justice program.

Stephen C. Kingery, 30, of 77 Township Road 1079, admitted he violated the terms of his community-controlled sanctions by testing positive for drugs. Bowling sentenced Kingery to successfully complete the STAR community justice program.

Amanda Cassidy, 36, of 1211 Oak St., Kenova, W.Va., admitted she violated the terms of her community-controlled sanctions. Judge Charles Cooper sentenced Cassidy to seven months in prison with credit for time served.

Katrina R. Phelps, 48, of 223 Township Road 1186, South Point, admitted she violated the terms of her community-controlled sanctions. Cooper sentenced Phelps to successfully complete the STAR community-justice program.

Bowling ruled that Stephen Maynard, 41, of 409 County Road 411, Proctorville, should continue his treatment from Appalachian Behavioral Healthcare. Kingery was charged with abduction and aggravated menacing but was found to be mentally ill and unable to stand trial.

Paul E. Barnes, 54, of 2810 S. Fifth St., Ironton, will also continue treatment for mental illness, Bowling ruled. Barnes pleaded not guilty by reason of insanity to gross sexual imposition, importuning, resisting arrest and two counts of felonious assault. Barnes will be reevaluated in 12 months.

Cooper ruled that Mark E. Thompson, 25, of 440 Rockwood Ave., Chesapeake, should continued treatment for mental illness. Thompson was found not guilty be reason of insanity for rape, gross sexual imposition and assault.
