Failing to move jail doesn’t add up

From the financial data concerning the county jail that has been available through the media, it appears failing to complete the move to the state facility is idiocy personified.
I thought the county signed a lease in February.
If the current jail is limited to 27 inmates, most recent figures would indicate 50 to 60 would have to be housed at another county’s jail. The resulting expense, including a huge increase in transportation costs, would appear to be exorbitant.
The expense of building a new jail is beyond my comprehension.
Is the failure to complete the move another political football, or is it a lack of basic mathematical skills?
