Quorum needed to adopt ordinances

To ensure the city of Ironton has an operating budget for the upcoming fiscal year, vice mayor Kevin Waldo has called three consecutive special meetings for tonight at the City Center.

After a meeting of the finance committee at 5:15 p.m., special meetings of city council will take place at 5:30, 5:45 and 6 p.m.

According to the agenda, the purpose of the special meetings is to give second and third readings and possible adoption for ordinances 14-33, 14-46, 14-47 and 14-48.

Ordinance 14-33 authorizes executing a collective bargaining agreement between the city and the International Association of Firefighters.

According to the ordinance, all contract language remains the same as the previous year except for three items: a 4 percent wage increase; a $625 signing bonus paid by Dec. 15; and a 2.5 percent pension pick up, which eliminates the city’s portion.

Ordinance 14-46 authorizes executing a quitclaim deed or other appropriate document on behalf of the city relinquishing a certain reversionary clause set forth in Lawrence County official record volume 650, page 490.

In the recorded deed the city of Ironton conveyed parcels of the Ro-Na building with a reversionary clause giving those parcels back to the city in the event a minimum of $3 million had not been invested.

Ordinance 14-47 authorizes the city to enter into a contract with the Ironton Metropolitan Housing Authority for police protection and ordinance 14-48 authorizes the mayor to award bids for concrete in 2015.

Also on the agenda are two new ordinances – Nos. 14-50 and 14-52 – and resolution 14-49.

Ordinance 14-50 amends the annual operating budget for the city for fiscal year ending Dec. 31, 2014, and declaring an emergency.

Ordinance 14-51 adopts the temporary operating budget for fiscal year ending Dec. 31, 2015, and declaring an emergency.

Resolution 14-49 would adopt the alternative tax budget of the city beginning Jan. 1, 2015, and submitting the tax budget to the county auditor and declaring an emergency.

Pending enough council members attend to suspend the rules and adopt the ordinances after they have been given a first or second reading, the second and third special meetings will not be necessary.
