Judge orders restitution in fraud case

A South Point man who defrauded the Ohio Office of Unemployment won’t be sent to prison but will have to pay back more than $12,000 in restitution.
Henry Runyon, 37, of 811 Township Road 161, pleaded guilty Wednesday to a count of grand theft from the unemployment office.
According to a fraud investigation report from the Ohio Department of Job and Family Services, Runyon worked for four different employers over a course of three years but did not report his earnings to the unemployment office, where he received benefits.
Judge D. Scott Bowling sentenced the man to repay $12,094 in restitution to the ODJFS. Bowling also sentenced the man to four years community control sanctions under intensive supervised probation and 200 hours community service.
If Runyon violates his CCS orders or fails to make restitution payments, he could be sent to prison for up to 17 months.
In an unrelated case, an Ironton couple accused of selling prescription drugs was arraigned.
Terry Lee Gannon Jr., 40, of 480 County Road 7C, was arraigned on one second-degree and three third-degree counts of trafficking in drugs (oxycodone).
Cindy Gannon, 34, of the same address, was arraigned on four misdemeanor counts of endangering children and one fifth-degree count of possession of drugs.
Both pleaded not guilty to the charges in Judge Charles Cooper’s courtroom.
Cooper set bond for Terry Gannon at $50,000 cash or surety, $50,000 own-recognizance and $50,000 cash or property, of which 10 percent is to be paid to the clerk of courts office.
Cooper set bond for Cindy Gannon at $10,000 cash or surety and $10,000 OR.
Pretrials were set for Dec. 11.
In other cases:
• Roger Allen Wallace, 51, of 409 Buckhorn St., Ironton, was arraigned on charges of third-degree tampering with evidence, third-degree trafficking in drugs (oxycodone), fifth-degree possession of drugs, third-degree escape and fifth-degree vandalism.
Wallace, represented by attorney Gene Meadows, pleaded not guilty and not guilty by reason of insanity.
Cooper ordered the man be evaluated for competency and set bond at $100,000 cash or surety and set a pretrial for Dec. 18.
• Barbara McCaffrey, 28, of 76 Township Road 1336, South Point, admitted CCS violations.
Cooper continued her probation and sentenced the woman to complete the Stepping Stones recovery program.
• David Large, 31, of 2603 N. Second St., Ironton, was arraigned on counts of third-degree tampering with evidence, third-degree possession of drugs and misdemeanor counts of possession of drugs, theft and possession of marijuana, to which he pleaded not guilty.
Cooper set bond at $20,000 cash or surety and OR.
• James Staley, 35, of 209 Wilgus St., Proctorville, pleaded guilty to a third-degree possession of drugs. Cooper sentenced the man to two years in prison, a $2,500 fine and a six-month driver’s license suspension.
• Christopher Wilson, 41, of 610 S. Tenth St., Ironton, was arraigned on three fifth-degree counts of trafficking in cocaine, three fifth-degree counts of complicity to trafficking in cocaine and a fourth-degree count of trafficking in cocaine.
Wilson pleaded not guilty to all the charges.
Cooper set bond at $75,000 cash, surety or property and GPS monitoring. A pretrial was set for Dec. 18.
