County needs stronger humane society

Does Lawrence County have a humane society? If we do it, it is kept top secret.
On Sept. 3, I was on my way home from work at about 11:15 p.m., I came upon traffic stopped on County Road 181. When I stopped and got out, there were about 15 to 20 female, small-breed dogs that had been dumped out.
We tried to catch and get these dogs out of the road. Some were caught and the rest, if not dead, are wandering the road.
The sheriff was called and couldn’t do anything. The dog warden was called and couldn’t do anything. So, as of Sept. 4, some of the dogs are still roaming around.
They were all females and I am sure they came from a puppy mill.
If Lawrence County says they have a humane society, then why can you not find a name or number for these people? You cannot get any help for animals in Lawrence County.
I got a picture of six of these dogs. If anyone that was there that night got a picture, please send this to the Columbus or Cincinnati humane societies. Maybe we could get a decent humane society in Lawrence County that has a name and number and investigates abuse.
I will help, but I am one of a few who works a full-time and part-time job.
