Commission wraps up for 2024

In their final meeting of the year on Monday, Dec. 9 the Lawrence County Commissioners:
• Authorized the county auditor to make all appropriations and transfers to balance out all accounts for 2024. An accounting of all transfers and appropriations made by the county auditor will go to the commissioners as journalized in the first meeting of 2025.
• Authorized the county administrator, Dylan Bentley, to sign and approve all legal documents that come before the county after the last meeting of 2024 and before the first meeting of 2025, as well as make all appropriations and transfers for the operations of the county and to process all transfers and appropriations to balance out all accounts for 2024. An accounting of all transfers and appropriations made by the administrator will go to the commissioners as journalized in the first meeting of 2025.
• Approved the 2025 All Funds Appropriations Budget.
• Approved the Insurance Stipend List from the Lawrence County Auditor’s Office.
• Received and filed the Certificate of County Auditor that the total appropriations from each fund do not exceed the Official Estimate of Resources.
• Approved the following floodplain permit renewals submitted by the Soil and Water Conservation District: 2024-871 Jim Herrell–Stream maintenance project located at 238 Township Road 101; 2024-872 Paul Anthony Herrell–Stream maintenance project located at 13269 State Route 141; 2024-873 Norman Humphrey II—Filling and grading project located at 230 Private Drive 422 Township Road 101; 2024-874 Windsor Township–grading, culverts, paving and ditch maintenance projects located on Township Road R.O.W.
• Approved the appropriations and transfers dated December 10, under $50,000.00 submitted by Dylan Bentley, acting administrator.
• Updated the AEP Easement Payment Agreement for Parcel ID: 23-044-0800.002 for $500.
• Approved and signed the Collective Bargaining Agreement (CBA) between the Lawrence County Auditor and the General Truck Drivers and Helpers Union Local No. 92, effective Jan. 1, 2025 through Dec. 31, 2027.
• Granted the Commissioners a one-month contract extension for AFSCME Local 890 Collective Bargaining until Jan. 31, 2025, if required and granting the county administrator signing authority on all documents relating to the contract.
• Received and filed the SFY24 Final Mandated Share Expenditure Reports submitted by Lawrence County Department of Job and Family Services.
• Approved a resolution authorizing Patrick Leighty, county engineer, to proceed by force account for normal maintenance and repaving of county roads.
• Approved the appointments of Planning Commission Members:
Danny Holshuh, Lena McClintock and Larry Wood–January1, 2025 through December 31, 2027
• Approved and signed the Tek84 Annual Service Agreement for $11,225, requested by the Lawrence County Sheriff’s Department.
• Approved the agreement between the Lawrence County Treasurer and Nar Ohio, LLC, for the purchase/sale of negotiated tax certificates on delinquent tax properties in Lawrence County in accordance with ORC Section 5721.33, effective 1-1-2025 through 12-31-2027, approved by the county prosecutor.
• Approved the agreement between the Lawrence County Treasurer and AutoAgent Data Solutions, LLC for the implementation, hosting and maintaining of real estate tax processing software for online taxpayer payments, approved by the county prosecutor.
• Appointed Suzanne Triplett to the Ironton Metropolitan Housing Board.
• Approved sending a letter of support to ODOT to create an historic byway highlighting the historic iron furnaces in Gallia, Hocking, Lawrence and Vinton counties.
Approved the Commissioners’ meeting public comment time period policy.
• Approved an agreement between the Lawrence County Sheriff’s Office and the Teamsters Local 982 contract.
• Met in executive session with Patricia Sanders and Dylan Bentley regarding legal contracts, with Dylan Bentley and Sheriff Jeff Lawless regarding collective bargaining and with Dylan Bentley regarding personnel–hire, fire and reprimand.
