Scioto County couple arrested: Children had injuries, house was “deplorable”

PORTSMOUTH — A Scioto County couple was arrested Wednesday after their young children had multiple injuries and the house was they were living in was filthy.

Scioto County Sheriff David Thoroughman said his office was contacted by the Scioto County Children Services on Wednesday after the agency got an anonymous call asking for a welfare check on children living on Riddlebarger Road.

Detectives Sgt. Jodi Conkel and John Cart, along with a Children Services Investigator, responded to 1257 Riddlebarger Road, Portsmouth.

The detectives saw four children, ranging from age 1 to age 7, living inside the house. They reported the children were filthy and they had multiple injuries to their bodies.

The house was in deplorable conditions; filled with trash and infested with bugs. The children were taken to Southern Ohio Medical Center for treatment of their injuries.

The two adults, David L Shepherd, 27, and Amanda C Shepherd, 29, were transported to the Sheriff’s Office for further investigation and then arrested and charged with three counts of second-degree felony endangering children, four counts of third-degree felony endangering children and three counts of second-degree felony felonious assault.

They are being held in the Scioto County Jail on a $410,000 bond.

Thoroughman stated that this is still an ongoing investigation that may result in more charges being presented to the Scioto County Grand Jury on a later date.
