Several appear for drug charges in common pleas

2 plead insanity to charges

Numerous defendants appeared in Lawrence County Common Pleas Court this week on drug charges, with the majority being methamphetamine-related.

• Ryan Langley, 40, of 7047 County Road 15, Chesapeake, previously pleaded not guilty to possession of heroin, a fifth-degree felony. He also pleaded not guilty to a new charge of failure to appear, a fourth-degree felony. Judge Christen Finley set bond in both cases at $25,000 cash or surety and $25,000 OR.

• Erica Pennington, 31, of 1516 Carter Ave., Suite F, Ashland, Kentucky, previously pleaded  not guilty to possession of a controlled substance (methamphetamine), a fifth-degree felony. She also pleaded not guilty to a new charge of failure to appear, a fourth-degree felony. Finley set bond in both cases at $25,000 cash or surety and $25,000 OR. She also placed Pennington on GPS monitoring. Pretrial was set for March 27.

• Douglas Radcliff, 61, of 2357 Township Road 220, Willow Wood, pleaded not guilty to aggravated trafficking in drugs (methamphetamine), a second-degree felony, and aggravated possession of drugs (methamphetamine), also a second-degree felony. Finley set bond at $35,000 cash or surety and $35,000 OR. She also placed him on GPS monitoring. Pretrial was set for April 3.

• Molly Ross, 47, of 11350 County Road 1, Apt. E, South Point, pleaded not guilty to identity fraud, a fifth-degree felony, and aggravated possession of drugs (methamphetamine), also a fifth-degree felony. Finley set bond at $25,000 cash or surety and $25,000 OR. Pretrial was set for April 17.

• Thomas Walls, 28, of 426 State Route 217, Kitts Hill, pleaded guilty to possession of drugs (methamphetamine), a fifth-degree felony. Finley sentenced him to four years community-controlled sanctions (CCS) under intensive supervised probation (ISP) with 11 months reserved, and ordered him to complete treatment.

• Cheyenne Belville, 20, of 1412 1st St., Ironton, pleaded not guilty to aggravated possession of drugs (methamphetamine), a second-degree felony. Judge Andy Ballard set bond at $10,000 cash or surety and $25,000 OR. Pretrial was set for March 27.

• Jeffrey Castle, 30, of 2322 S. Fifth St., Ironton, pleaded not guilty to possession of drugs (methamphetamine), a fifth-degree felony. Ballard set bond at $10,000 OR. He also has a holder on him in another court. Pretrial was set for March 20.

• Justin Clay, 28, of 701 Hecla St., Ironton, pleaded guilty to possession of drugs (methamphetamine). He was eligible for intervention in lieu of conviction, and Ballard ordered him to complete treatment and abstain from using drugs or alcohol for one year.

• Delbert Dean, 41, of 1319 County Road 12, Proctorville, pleaded guilty to possession of a controlled substance (methamphetamine), a fifth-degree felony. Ballard sentenced him to four years CCS under ISP with 11 months reserved, and ordered him to pay court costs.

• Steven Harper, 42, of 396 Township Road 1183, Ironton, pleaded not guilty to two counts of failure to notify changes of address, both first-degree felonies, failure to notify change of vehicle information, a first-degree felony, possession of drugs (oxycodone), a fifth-degree felony, and possession of drugs (methamphetamine), also a fifth-degree felony. Ballard set bond at $35,000 cash or surety and $75,000 OR. He also has a holder on him in another court.

• Eugene Likens, 34, listed as homeless, South Point, pleaded not guilty to possession of cocaine and possession of heroin, both fifth-degree felonies. Ballard set bond at $100,000 cash or surety and $150,000 OR.

• Christopher Maynard, 42, of 1711 Echo Drive, Ironton, pleaded not guilty to trafficking in heroin, a fifth-degree felony, trafficking in drugs (Opana), a fourth-degree felony, and two counts of trafficking in cocaine, both fifth-degree felonies. Ballard set bond at $50,000 cash or surety and $100,000 OR.

• Jacob Miller, 26, of 223 Township Road 1186, South Point, pleaded not guilty to aggravated possession of drugs (methamphetamine), a second-degree felony. Ballard set bond at $20,000 OR and placed him on GPS home confinement. Pretrial was set for March 27.

• William Webb, 33, of 101 S. Ninth St., Ironton, pleaded guilty to trafficking in drugs (methamphetamine), a fourth-degree felony. Ballard sentenced him to four years CCS under ISP with 18 months reserved, and ordered him to complete treatment, 200 hours community service and pay court costs.

• Andrew Harbour, 46, of 1004 Libby Lane, Barboursville, West Virginia, pleaded not guilty to three counts of aggravated trafficking in drugs (methamphetamine), all third-degree felonies. Ballard set bond at $15,000 cash or surety and $30,000 OR. Pretrial was set for March 27.

In other cases:

• Jesse Mezo, 33, of 396 County Road 70, Lot 4, Proctorville, pleaded not guilty by reason of insanity to two counts of felonious assault, both second-degree felonies, four counts of abduction, all third-degree felonies, three counts of endangering children, all first-degree misdemeanors, and domestic violence, a first-degree misdemeanor. Ballard set bond at $50,000 cash or surety and $150,000 OR. He was also ordered to undergo an evaluation.

• Thomas Valentine, 37, of 420 Front St., Apt. 9, Proctorville, pleaded not guilty by reason of insanity to felonious assault, a second-degree felony, tampering with evidence, a third-degree felony, disrupting public service, a fourth-degree felony, resisting arrest, a second-degree misdemeanor, and domestic violence, a third-degree misdemeanor. Ballard set bond at $50,000 cash or surety and $100,000 OR. He was also ordered to undergo an evaluation.

• Thomas Carpenter, 20, of 831 Township Road 141, Willow Wood, pleaded guilty to vandalism, a fifth-degree felony. Finley sentenced him to four years CCS under ISP with 11 months reserved, and ordered him to complete anger management, 400 hours community service and pay $4,742 in restitution to the Village of Coal Grove.

• Gregory Cox Jr., 37, of 1839 County Road 21, Ironton, pleaded not guilty to failure to comply with the order or signal of a police officer, a third-degree felony. Finley set bond at $25,000 cash or surety and $25,000 OR. Pretrial was set for April 17.

• Ryan Debord, 36, of 110 E. St., Apt. 29, Flatwoods, Kentucky, admitted CCS violations. Finley sentenced him to the remainder of his term, which he already completed.

• Michael Hankins, 40, of 114 Private Drive 912, Chesapeake, pleaded not guilty to burglary, a second-degree felony. Finley set bond at $100,000 cash or surety and $50,000 GPS. She also placed him on GPS monitoring. Pretrial was set for March 13.

• Johnathon Schweikart, 27, of 2616 S. Fifth St., Ironton, denied CCS violations. Finley set CCS trial for March 20.

• William Waddell III, 27, of 1210 McGovney St., Ironton, admitted CCS violations after having a CCS trial. Finley sentenced him to the remainder of his jail sentence, which amounts to 109 days.

• Christopher Adkins, 34, of 784 County Road 411, Proctorville, pleaded not guilty to felonious assault, a second-degree felony, having weapons while under disability, a third-degree felony, improperly handling firearms in a motor vehicle, a fourth-degree felony, receiving stolen property, a fourth-degree felony, and resisting arrest, a misdemeanor of the second-degree. Ballard set bond at $75,000 cash or surety and $150,000 OR. Pretrial was set for March 13.

• Johna Dodson, 18, of 48 State Route 217, Kitts Hill, pleaded not guilty to felonious assault, a second-degree felony. Ballard continued bond from lower court and set pretrial for March 27.

• Shane Lewis, 29, of 419 Etna St., Russell, Kentucky, pleaded not guilty to receiving stolen property, a fourth-degree felony. Ballard set bond at $35,000 cash or surety and $75,000 OR.

• Linda Roadcap, 53, address unknown, denied CCS violations. Ballard set CCS trial for March 20.

• Gerrica Woodyard, age and address unknown, denied CCS violations. Ballard set CCS trial for March 13.

• Amanda Cochran, 31, of 2723 Laurie Ave., Panama City Beach, Florida, pleaded not guilty to having weapons while under disability, a third-degree felony, identity fraud, a fifth-degree felony, and improperly handling firearms in a motor vehicle, a felony of the fourth-degree. Ballard set bond at $25,000 OR and placed her on GPS home confinement. Pretrial was set for March 20.
