Joseph A. Black

SOUTH POINT — Joseph A. Black, 62, of South Point, died Thursday, Sept. 1, 2011, at Community Hospice Care Center in Ashland, Ky.

Joseph was born Oct.13, 1948, in Ironton, a son of the late Joseph W. and Ruth Maxine Young Black. He was retired from Lawrence Soil and Water Conservation District (SWCD) as an urban technician. He served as the Lawrence County Flood Plain administrator.

He also worked on the 911 addressing system and the Lawrence County Planning Commission. He was a member of the water management association of Ohio, member of Ohio Flood Plain Management Association where he served as a member of the executive board. He was a member of the association of state flood plain managers where he was a certified flood plain manager. He was a member of 13th Street Baptist Church in Ashland, Ky., and was a 1966 graduate of Ironton High School. He was also a licensed real estate agent, income tax preparer, a retired Ironton City councilman and a councilman for the Village of South Point.

Joseph is survived by his wife, Linda Neal Black; two sons, Darrin (Kristin) Black of Coal Grove, and Jason Black of Middletown; two stepsons, Brian and Kevin Milem both of South Point; one daughter, Andrea (Jeff) Jenkins of Hanging Rock; two brothers, Glenn D. Black of Lexington, Ky., and Marvin Black of Ironton; two sisters, Joanna Deets of Florence, Ky., and Doris Webb of South Point; and six grandchildren, Dallas and Joseph Roberson, Faith, Jason and Isaac Black and Kaitlyn Eaches.

Funeral services will be 1 p.m. Saturday at Slack and Wallace Funeral Home, South Point with Pastor Bill Parker officiating.
