Three females arrested as a result of the ongoing investigation into the West Portsmouth shooting

WEST PORTSMOUTH — Scioto County Sheriff David Thoroughman stated that, as a result of the ongoing investigation into the shooting that took place on Dec. 28, 2024 in West Portsmouth, the case was presented to the Scioto County Grand Jury on Friday.
The grand jury issued indictment warrants, which added two counts of attempted murder, a first degree felony, on the males and included new charges on three women.
Thoroughman said that detectives and deputies were able to track down and arrest two of the women at 311 D. Noel Lane West Portsmouth. The third woman was located at 902 Terrace St. in Portsmouth.
Thoroughman said that his detectives and deputies have been steadfast on this case, dedicating many hours to ensure the safety of all the residents in Washington Township and Scioto County.
Arrested were:
- Chloe Williams, 23
West Portsmouth
- Hayley Will, 26
West Portsmouth
- Torrie Woodrow, 21
Portsmouth
These females were charged with two counts of complicity to attempted murder, a first degree felony, two counts of complicity to felonious assault, a second degree felony, and tampering with evidence, a felony of the third degree. All females are being held without bond and will appear in Portsmouth Common Pleas Court on a later date.
