In February 1983, Randy Pancake whispers to Rags to speak to some of his classmates during a visit to Rock Hill Elementary No. 4. Rags is talking dog, designed by the Telephone Pioneers of America, a service club of Ohio Bell employees, to assist children in handicapped and special classes to overcome shyness. In February 1983, a convoy of trucks were escorted in and out of Ironton. There was a national trucker strike happening and independent truckers who continued to work faced attacks. These trucks were escorted into Lawrence County by a police escort, delivered their loads at Dayton–Malleable and left the city limits with a company escort.
