Indictments handed down in murder, manslaughter cases

The County Court docket reads like a Court TV lineup during sweeps week.
Seventeen people were indicted this week by a Lawrence County grand jury.
An Ironton area man arrested in connection with a Sept. 3 murder, another man arrested in connection with the death of his stepfather and a third individual arrested for making threats against local officials and a government building were among the group.
Carlos Jenkins, 39, of 842 County Road 180, was arraigned Wednesday in Lawrence County Common Pleas Court on one count of murder. He was arrested Sept. 5 at his residence in connection with the death of John Turvey, 45, of 960 County Road 103, (Ellisonville Ridge Road). Turvey died of four gunshots wounds to various parts of his body.
Thomas L. Keaton, 24, of 2832 S. 11th St., Ironton, was indicted on one count of first-degree felony involuntary manslaughter in connection with the death of his stepfather, Robert Gore, 45, also of Ironton. Keaton was arrested Sept. 11.
The grand jury returned an indictment of making terroristic threats, a third-degree felony, against Michael Markins, 59, of 161 Private Drive 723, Ironton. Markins was arrested earlier this month after he allegedly made threats to blow up the Social Security Administration building in Ironton, and made threats against Lawrence County Common Pleas Judge Richard Walton and Lawrence County Assistant Prosecutor Charles Cooper.
A local radio personality accused of leaving obscene material in a Rome Township woman's automobile was indicted on three counts of fourth-degree menacing by stalking and one count of second-degree burglary. James Steven Reinhardt, 50 of
149 Township Road 121, Proctorville, was arrested Sept. 9 outside the victim's residence. Authorities contend Reinhardt, known as "Rhino"
to listeners of
WRYV radio, had been stalking the woman for several months and had broken into her residence on one occasion.
Others indicted were:
4Paul D. Brown, 28, no address available, was indicted on one count each of second-degree felony assault on a peace officer, first-degree misdemeanor falsification and fourth-degree felony carrying a concealed weapon.
4Naaman R. Lucas, 23, of Chesapeake, was indicted on one count each of second degree felony burglary and fifth-degree felony theft.
4Waylon Spurlock, 19, of Huntington, W.Va., was indicted on one count each of second-degree felony burglary and fourth degree felony grad theft.
4Jeremy Schwab, 24, no street address available, Ironton, was indicted on one count of fourth-degree failure to comply with the order and signal of a police officer and
three counts of fifth-degree felony complicity to custodial interference.
4Cheryl Turvey, 28, whose last known address was 2608 S. Eighth St., Ironton, was indicted on three counts of fifth-degree felony interference with custody.
4Brian Bowling, 18,
of 437 Township Road 343, Ironton, was indicted on one count of fourth-degree felony failure to appear in court.
4Barbara Hickman, 56,
of 106 Township Road 1041, Chesapeake, was indicted on one count each of second-degree felonious assault and
second-degree misdemeanor criminal damaging.
4Stephanie Gallagher, 24, of 320 Wyanoke St., Ironton, was indicted on one count of fourth-degree felony failure to appear.
4John David Waugh, 27, of Ironton, was indicted on one count each of second-degree felonious assault, fourth-degree felony grand theft and first-degree misdemeanor theft.
4Kenneth McMillian, 31, of 137 Township Road 1377, South Point, was indicted on one count of first-degree felony rape. The victim was a female under the age of 13.
4Robin Black, no age or address available, was indicted on one count of burglary.
4Jonathan Hall, 22, of Huntington, W.Va., was indicted on one count each of fifth -degree felony possession of crack cocaine, second-degree felony assault on a peace officer, fourth-degree misdemeanor possession of drug paraphernalia and third-degree felony fleeing and eluding.
Additionally, there was one secret indictment return. The grand jury met Monday and Tuesday, according to information from the office of Lawrence County Prosecutor J.B. Collier.
